my cigerette lighter isnt working. i already checked the wiring and there is
no juice going to the wiring at all. The repair manual only says that the
relay is located under the dash on the right side. i assume that is near the
glove box but i dont see it. help.

Shouldn't be a relay... not really sure how the relay would know when you've
pushed the lighter in. Check fuse 13 (a 15 amp) in the under hood fuse box.
Also, sometimes the wire that connect to the lighter breaks at the lighter.
And sometimes everything in the lighter area of the dash breaks too....
    lots of plastic.

if the cigerette lighter only works if the key is in the ign position, it
would have a relay, especially if its a high current item like a cigerette
lighter, also, as i just said, the manual said it has one, im trying to find
    out exactly where

Your manual is wrong, and the lighter works even in the off position. The
circuit provides the memory for the clock. I was looking in the 1987 Honda
Accord Electrical Troubleshooting Manual, and it does not show a relay.

i didnt say the manual said that its on if the key is in the ign position, i
was just making a point about electrical systems in general, the manual not
only says it has a relay but it shows a pic of the relay and tells you how
to trouble shoot the relay. this is a honda repair manual and they are
    correct.

it's buried behind the center of the dash. i've never replaced one
yet though. it's almost always a melted connector at the back of the
    lighter socket.
i have had the relays out but it's been a while. first thing you
need to do is find the wire that powers the relay and see if it's hot.
start at the beginning of the circuit.

What page? I cannot seem to find it in my 1987 Honda Accord Service Manual
    or the ETM.
