Pulsing on one side while breaking hard

    I just picked up a 2014 AWD CRV with 180K for cheap. I knew I'd have to replace VVT actuator and did that and the chain. All went well on that job! A more simple job is giving me a harder time. I replaced some very rusted out rear rotors and pads. When I did that there was a very large wobbling occurring only on higher speed stops. Even worse down hill here in MT mountains. Took job apart, inspected, all was good. Ordered a runout measure tool. Runout is really bad on one side. .008 0r more. Cleaned hubs, took rotors back and got new ones. Same problem, same runout with new rotor. This was not present before the break job. Measured hub, that has some bad runout too, 0.0045. Nothing is loose. How can I tell if it's the hub or a problem with the half axel/cv joints? can a hub have runout but not be loose? Thanks.
