One of the fan in engine not working

    I have 2016 Honda CRV and one of the fans on the engine does not work totally. Check attached image, the fan on the left does not work.

    Problems which I am having.
    1. AC does not cool when car is idle, when moving the AC works.
    2. Radiator meter was high once when idle. I check the coolant level and it was empty so I refilled the radiator and overflow tank.

    Questions.
    1. What is the purpose of both the fans?
    2. What is the fix for AC cooling issue?
    3. The fan not working could be the issue for radiator heating up?
