    I'm purchasing a used 1998 Honda CR-V. I want to put a good ski/board rack
on top that will also smartly handle bicycles and other items. What should I
    get?

As mush as I don't like the hitch racks, they are a better solution for a
    bike rack for CR-V.
Putting a board or skis on the top is easy but it gets pretty high for a
bike. In additon, you end up scraping the bugs off your bikes.
