I have a 2003 Accord EXL.

When the gas gauge hits the E mark I fill the car and it takes about 52
liters (13.7) gallons. This is after driving with the gas warning light on
for about 30-40 miles.

The books says the tank is 65 liters (17.1 gallons). I think only taking
this much fuel that I have a gauge reading problem. Any other 2003 accord
owners know how much their car takes when the gauge is on E. I would like to
use more of the fuel if it goes to 65L (17.1 GAL)

simple math

From your E-mark it takes 13.7 gallons.
The book says the tank holds 17.1 gallons

17.1 - 13.7 = 3.4 gallons
65L-52L = 13L

13L @ 70 cents = around $9 ish I have a civic 5spd and I know I can go a
long way on $9 of fuel (250KM @ Hwy speeds) If I had an auto and a couple
extra cylinders I assume my range would be a lot less.

You could always try and run it dry and fill it up then. Make sure you
have a full small gas can and hopefully near a gas station.

I saw the Low Fuel warning light on my '03 Accord 4cyl for the first
time this past weekend and my experience was comparable to yours. I
don't know how far I drove after the light first came on, but when I
filled it up it took 14.3 US gallons.
 
The first time the low fuel light came on, on my 03 accord 4cyl. I went
strait to the gas station and it took 45 Liters
