Engine miss about 2200 RPM

I have a 94 Honda Accord. It starts missing about 2200 RPMs in any gear. I have already gave it a tune up and replaced the TPS and EGR valve. It stops missing if I disconnect the vacuum line to the EGR. What controls the EGR to open and close. Is there a way to test the sensors if there are multiple sensor inputs controlling it.
