Our 2004 Accord's ABS light indicator goes off and on. I understand it
needs to be hooked up to a diagnostic computer to see what the error
    message is.
I was wondering if situations like this are a must to go to the
dealer, or can any mechanic handle?

You may be able to get the 'blink codes' on that model. Look at
www.tegger.com, or google. The procedure will include the term
'diagnostic connector' if your year has one.

Probably just need to clean the tone rings and check the gap (1mm-2mm)
to see if there's too much gap or grunge. They should have been bled by
now . . Is that when it started happening?

Many shops have the right kind of diagnostic machines these days.
