98 Civic- New steering rack pushes out fluid and turns hard

    Hi, I have a 98 Civic 3 door DX with D16 Y7 motor. I am handy but not a mechanic. I replaced the power steering rack and when I fill the fluid it shoots back out of the fill hole when I try to turn. It turns hard. I replaced the power steering pump with no change. Please advise.

    I replaced the power steering pump once again with one from a salvage yard. The power steering fluid coming out of the old pump in a milky light brown. Does that suggest that it is contaminated? Is there a way to drain the old power steering fluid (I used Honda) and put new clean fluid in?
