91 Accord emissions failed inspection please help

    I went to NJ inspection today and failed for emissions testing - I had
    just changed the plugs- wires- cap and rotor - pcv valve -air filter -
    and a fresh oil change - here are the readings :

    NOx STANDARD 1045 READING 2196 FAIL
    HC STANDARD 136 READING 111 PASS
    CO% STANDARD 0.76 READING 1.19 FAIL
    CO% READING 12.5
    O% READING 1.5

    Hope that someone can help me identify the problem ( s)

    What was the car like during previous tests?

    Your readings are pretty high across the board, except for CO2, which is
    really low.

    How hot was the converter during the test? How far had the car been driven
    prior to parking it for the test? How long did it sit? Did they let it idle
    in line while waiting? When measuring the cat with an infrared thermometer,
    is there about 100deg difference between inlet and outlet? (outlet being
    the hotter). Is this an aftermarket cat?

    Has the ignition timing been checked with a timing light to make sure it's
    not excessively advanced?

    Check the EGR system for carbon buildup in the runners that would prevent
    some cylinders from receiving EGR.
