$217 for a "case set" for '91 Accord - Did I get ripped off?

I recently took my '91 Honda Accord LX to a Honda dealer to replace the
timing belt. I did extensive research before hand and found their price of
$580 for the timing belt package to be the lowest among the local Honda
    dealers.

About an hour after I dropped off the car, I got a call from them saying
they found oil leak while replacing the timing belt. They asked and got
approval from me for replacing the cam seal, crank seal, oil pump, balancer
seal and retainer for another $368.88, which breaks down as follows:

    Labor: $121

    Parts:
    Gasket, O 15114-PTO $5.07
    Kit, Oil S 06923-POA $3.06
    Oil seal 91233-PTO $7.42
    Case set, 13500-PTO $217.06
    Oil seal 91212-POA $8.95
    Oil seal 91213-PTO $6.22

Later on, I brought the car to another mechanic for a different problem and
talked about this with him. He said there's no way replacing cam seal,
crank seal, oil pump etc. would run up to $368.

As you can see, the big item there is a part called the "Case set" for
$217.06. What exactly is this part? Is it this expensive? Does it need to
be replaced for an oil leak? Did I get ripped off by the Honda dealer?

    Thanks for any comment/suggestion.

    Cheers,
    Dave

Never mind. I called another Honda dealer and found out the "case set" in
this case is the oil pump, which is in about the $217 price range.

    Thanks,

    Dave

You still have to wonder why they replaced the oil pump for a leak
    discovered changing the timing belt...

The case set is not the oil pump, it's the gear set for the rear balance
shaft. This gear set allows the two balance shafts to spin in opposite
directions. If the shaft seal on the case set was leaking then it should be
replaced. Their price was a little high. One can be obtained from
    http://tinyurl.com/sptb for $155.60.
