1993 Civic Parking Light Problem...

When I turn the headlights on, the headlights come on instantly but the
parking and dash lights take anywhere from 5 to 60 seconds to come on. I
assume there is a relay for the parking lights somewhere? Can Anyone
help?

No relay. The parking lights (and head lights for that matter) are
connected directly to the switch. See if you can get some contact
cleaner into the switch mechanism. See

access to the switch.
