1983 Civic Cold Weather Electrical Glitches

    These symptoms have just started this winter and only occur with a
    cold start when it is colder than -10°C or so. Battery is new.
    Electricals work normally after the engine has warmed up.

    1) Tachometer zooms to the stop at the maximum and stays there. Resets
    on re-starting the motor after it has warmed up.

    2) One or both turn signals wait about 10 seconds before deciding to
    flash.

    3) Switch the wipers off in mid sweep and they pause about 5 seconds
    before completing the cycle.

    Any thoughts?

    There's not really one thing all those systems have in common, other
    than perhaps the ground. Check all the grounds.
    If you can't find it, you could try to bridge the ground by using a
    booster cable: using only the negative side, attach one side to the
    negative post and use the other negative terminal to experimentally
    attach it to things that should be grounded (like frames, brackets,
    etc). Once you find it starts working, you have a clue as to what area
    to look into.
    It could be that a ground connection in the dash someplace is not
    making good contact.
