How to set timing

    I HAVE A 1995 HONDA ACCORD WAGON EX 2.2 VTECH WITH 85,500 ORIGINAL MILES THAT I JUST BOUGHT RECENTLY THAT I THINK I MIGHT NEED THE TIMING ON IT SET BECAUSE THE TACHOMETER WILL NOT GO DOWN TO 0 WHEN I FIRST START THE CAR. IT WILL BE AT THE 2 INSTEAD OF 0 WHEN THE CAR IS IN PARK AND IDLING. WHEN I START TO DRIVE IT WILL SHIFT NORMALLY ALL THE WAY UP TO 3 AND PASS THE 3 THEN COME BACK DOWN AND SET AT 2 AND NOT 0 WHEN I COME TO A STOP AND WHEN I PARK THE CAR. ANY IDEA WHAT MAY BE THE PROBLEM. THE SPEEDOMETER WORKS FINE AND THE CAR SHIFTS GOOD.
